I have caught 6 Inner Sea Scalyfins at Bleakrock Isle none of which have registered the achievement even though they are in my inventory ?
Seems I am wasting my time trying for the Master Angler Achievement.

Seems I am wasting my time trying for the Master Angler Achievement.
The Master Angler achievement is only obtainable with the 3 faction areas (including their starter islands), Coldharbour, and Cyrodiil. Chapters and DLC are not counted toward this achievement.
Yes, you have to go to the PvP zone, but as someone who has done it, don't sweat it. It's a large area and you can easily get the achievement without worrying about someone ganking you.
In fact, I fished with the "enemy" several times. Pretty cool.

Coldharbour Angler
Stros M’Kai Angler
Khnenarthi’s Roost Angler
Bleakrock Angler

If you did it on the EU Xbox Series X then it seems an early old PC bug has crept back into the Xbox Series X version, I do keep going back to see if it will register but no luck as yet, I think it is really broken and a show stopper for those on the Xbox Series X trying for the Master Angler Achievement and not just a glitch.0
