As for me, I'll buy the Chapter for the story, same as I usually do. The only one I didn't buy was Greymoor because I had zero interest in a bad rehash of Dawnguard. But lots of people loved it, which goes to show the problem with saying "It's got no interest for me" like it's true of the broader population.
It's up to you if you want to spend money on High Isle or not.

There have been "why haven't they added Legends to ESO" "give us a card game" and "we need tavern games" forum threads at a reasonably steady pace over the years. So, yes. Now, whether those people would want it as the "big feature" of a chapter is a different question. /shrug

As a free base game enhancement or an ESO+ perk I could see it, but it's not something that makes me want to open my wallet and spend new money.

Honestly, the "new feature" of chapters is rarely the reason that I get them. More regions to explore, more stories, more motifs, more content in general. And sure, new features is part of that new content. But I've never looked at a chapter (or DLC) and thought "Oh, this adds ________! This is why I want it!" /shrug
