Monk's Robe Timer Reset

I had a bounty and was wearing Monk's Robe (5 minute timer) when I wayshirned between zones. On re-materialization at the destination I noticed my toon pulling on their sleeve like they had just put on a custom. Sure enough the timer on the Monk's Robe had reset 5 minutes. I could replicate this, but only once the timer was again down to single digit of seconds, with more than about 10 seconds the timer didn't reset. I also tried using wayshrines within a zone and the timer didn't reset, but not certain if that is because of staying in the same zone or that my bounty had expired.
Not very useful and a low priority bug. Please fix Night's Silence first!
