Vistha-Li / Grasp o/t Stricture NPCs not spawning properly

Regarding the achievement "The Grasp of the Stricture":
This is what I think is meant to happen:
Encounter 1: Kaluzan, Pynufax, and Grasp-Kin Oloshaz w/a zombie present and mobile
Encounter 2: Kaluzan, Elronor, and Grasp-Kin Oloshaz w/a zombie dead on ground
Encounter 3: Elronor, Pynufax, and Grasp-Kin Oloshaz w/Kaluzan dead on ground
Encounter 4 and subsequent: Argonian Vistha-Li
1 - I've seen multiple places online that say these encounters happen in "the crafting plaza". I have only seen them in the plaza w/the neriad fountain where the daily quest givers are.
2 - The first day of launch, after the 3 encounters w/the Grasp, all three npcs left and the next time I came through the area, the Argonian Vistha-Li was sitting on the ground where the Grasp-Kin had been. Since then, on that character and all others, Pynufax is standing in her original spawn spot, and Vistha-Li is not there at all.
3 - Pynufax is spawning ... excessively. I don't think she's meant to be present for Encounter 2, but on multiple characters she spawned for that encounter both in her original spot (putting her on top of Elronor) and in Kaluzan's spot, putting her on top of him. After finishing all 3 encounters with the Grasp, she's still spawning for me in her original spot, repeating her last bit of dialogue. I have also seen her in the Bazaar, also still in her last dialogue thread.
4 - On a couple of characters, Elronor did not spawn for the 2nd Encounter until after I spoke w/the Grasp-Kin, so it wasn't possible to hear all of his dialogue.
5 - I think maybe the entire run is spawning incorrectly. The encounters follow each other immediately, even walking across the Plaza and back is enough to start the next interaction.
6 - I heard Vistha-Li spawns in the Bazaar, not the daily job plaza, so I looked for him there on several characters, but he wasn't there. I did find Pynufax in the Bazaar once, however.
Side note: Vistha-Li is fantastic. I LOVE the stories and added lore he provides - thank you for putting him in! I've checked w/multiple characters b/c I wanted to make sure friends got to talk to him and was trying to figure out how to get him to appear before I realized it had to be bugged. Looking forward to having him back.
