Dugan the Red not dropping Plunder skulls. Malabal Tor, World Boss

As the title says... First boss killed was Dugan the Red. Plunder skull didn't drop for either my OH or me. Went to Skyrim and killed the witch by the Alpine Gallery, name escapes me, and she did drop a yellow skull, so the one in Malabal Tor isn't classing as a boss?
