Delays on Changing Zones in IC?

If changing zones needs to be slowed down so much in IC, why don't they just put all the dailies in one board BELOW the ladders?
Making us have fake waits to get the set of dailies is really annoying with the forced delays.
Make us go to the "real" quest giver once, and then put it on a board below. Add "help out again" or some such wording.
