Hi all - I have been gone for about a year now and when I left there were horrible problems in Cyrodil and PVP in general. Have these issues been resolved?

Many promises, so far no noticeable improvements on the user side.
ZOS claims to have a clear idea on what needs to be done now, but hasn't gone into any detail about that yet - which sounds a lot like trying to save face.
The most promising upcoming developments are the server hardware upgrade and the change to cold storage, but I wouldn't hold my breath on that actually fixing anything.
Best advice, play Non-cp if on PC. CP is literally unplayable at any reasonably populated time (even if not pop locked). Ravenwatch is where it's at. I play regularly. Was better earlier this year. Lag is definitely making a comeback there, but it's mostly during 3 way big keep battles and/or if there is a zerg ball running around spamming ults.
At least with the upcoming content releases it looks like they are making quite a few zerg killer sets. We can only hope they'll be effective. Otherwise Team Green will continue to just roll red as they please, whenever they please. This also has something to do with tons of guilds moving over to AD though last few campaigns. Playing as EP right now is pretty damn miserable.
