No Champion's Reforged Free Respec?

The CP changes aren't as big this time, but there are still new constellations and nerfs coming. Last time there was an event with free respecs but I don't see anything about it this time. Is it something that doesn't need testing but is coming, or will we not get free respecs when U31 drops? (And yes I know the cost isn't too bad, but I'm just wondering)
