In response to the ongoing issue, the ESO Store and Account System have been taken offline for maintenance.
Suggestion: All Hardmode dungeons should give double weapon/jewelry drops.

This is a really simple fix and will alleviate a lot of the issues people have with the grind. It follows what you have been doing with the new dlc dungeons and trials.
