This set would be much more interesting if it increased the duration and the magnitude of the debuff to 15 seconds (so 100% theoretical uptime) and 10% and then allowed the debuff to apply to the AoE damage of all group members. The net effect of the group DPS increase likely would not surpass that of Encratis since so many of the hardest-hitting damage sources in PvE are single-target.
Those changes would also make the set interesting for PvP whereas currently it is completely not viable.

I wasn't sold on it as it was. Filling my Pro/Con list I wanted to see if it would be at least interesting with my aoe heavy build. Thank you for looking for me.
