Guards ignore cloak in Cyrodil

Its bad enough they have enormous detect range but now they seem to ignore cloak as well. I'm fully cloaked up and as soon as I get near them, BAM cloak gone. or I'm fully cloaked up and BAM negate and fireballs.
This is on top of the usual Cyrodil decloaking and de stealthing and no wait you wanted to cloak/stealth... no you didn't really mean that nonsense.
