Cyrodiil keeps not flagging when tagged

Having issues when keeps with a wall or fd less than 50% are not flagging when being hit or killing people. And I don't mean delayed by seconds I mean 5+ ish minutes. Sometimes after the keep fd or wall is repped back to 100% they spontaneously flag.
