cant turn on or off any addons, no user/addon setting file

after the resent update i cant turn on or off any addons, i tried a fresh install of everything and now i dont even have a user or addon setting file. i tried adding everything to a whitelist for my anti-virus but no luck

oh and the game dont save my loging info and i have to accept the terms everytime i login
