CP passives should give stat boost equivalent to 1 piece at the very least

Playerbase asked to reduce the number of CP's required to attain the passives, not the passives themselves. Current passive CP boosts are pathetic. 1.5% crit chance, 700 pen, 500 HP/Stam/Mag.
