Bug: Glenumbra main quest - Ripple effect - talk to spirit of alana

Doing the Glenumbra main quest on one of my characters for Cadwell's gold, and in the "Ripple effect" main quest, the spirit of Alana does not spawn. So there is no way to progress the quest.
To fix this I have tried everything: Logging off and on, logging off for a longer period of time, zoning away and back, staying away from the area for a long time so it might reset, logging off in another zone. But nothing seems to work.

Thank you, thank you, thank you!!! Dismissing the companion worked for me!I had the same, someone suggested dismissing my companion, which worked.
ZOS still needs to fix this though.
Note: In the follow-up quest "The fall of Faolchu" when you need the volunteer to unlock the three towers, the same issue happens. The volunteer does not spawn. Which is also fixed by dismissing the companion.0
