Fork PVE into its own environment?

The biggest battle in ESO is not between the factions it's between PVE and PVP players.

PVE gets nerfed to fix something for PVP
PVP gets nerfed (I would imagine) to fix stuff for PVE

One solution would be to make sets / skills behave differently in the different environment. Another option would be to remove PVP and make it its own game with skills, sets etc that exclusive to that environment.
Other games have done this with campaign vs multiplayer modes. What if ESO did this for PVP mode?

    Forking the build itself is a terrible idea. This, literally, doubles development costs for minimal gain.

    Having separate PvP and PvE stats is something I've suggested in the past, though the team is not especially receptive to the idea, unfortunately.

    For what it's worth, we are already so far over the clear thresholds in PvE that most PvP nerfs can't meaningfully cripple the community, and Finn is a permanent feature on any balance changes, reminding Brian when changes would cause actual problems for existing content.

    It's still frustrating to live through, though.

    It has been brought up many times that with the PvP and PvE environments running in their own instances it would save ZOS time and money if they balanced each individually. All it should take is what skills and damage tables get loaded when a player enters or exits a PvP instance. However for all of the years people have advocated this or something similar it has fallen on deaf ears with ZOS showing no interest in really fixing the problem.

    I recall one of the devs saying One Ring to Rule Them All , when I suggested making skills behave differently in PVP.

    Honestly, another fix is to make PVE more like PVP with smarter foes that react better, which would evolve PVE combat to more similarly follow how we do things in PVP. Once both activities begin to line up and not feel like two completely separate games balancing ESO like they're doing now wouldn't be as much of a nightmare. Instead we'll continue to get foes in PVE that enjoy standing in red, barely react to player activity, and offer no challenge outside hand crafted and scripted engagements.

    If they modes are split, each could be buffed to the moon. You could be the badass that you want to be.

    All those awesome sets and animations would actually be enjoyed because they are fun/pleasing to watch.

    So much gets ignored because it's weak or ineffective according to the meta.
