Glacial presence passive :enemies and allies who have recently been Chilled take 10% more Critical Damage and Healing from you.
Barbed Trap :grants you Minor Force, increasing your Critical Damage by 10% for the duration.

Given that the Glacial Presence buff isn't a named buff (like with "Minor"/"Major"), yes it should stack.

Also, it reads that they TAKE 10% more critical damage from you, not that you deal 10% more critical damage. A bit technical, but if it works how it's worded, that's better than dealing 10% more critical damage.
