Vampire Mesmerize Vs Pack Merchants In Multiple Locations

Appears he is immune to vampire "mesmerize", so I cannot buy inventory upgrades.
EDIT: I further tested mesmerize on the rest of the citizens in Haven, Grahtwood, and the spell successfully worked on them all. I then returned to Pack Merchant Lenor to try once more, assuming I made a mistake, but I still was unable to mesmerize him using this spell.
EDIT 2: Pack Merchant in Rivenspire is not affected by mesmerize...

- Esdeline Sourt, Shornhelm - Rivenspire
- Lenor, Haven - Grahtwood
