Not if it's hosted on Amazon. You can get an expanded server and migration done very quickly depending on how it is setup and your agreement with them.
No idea who hosts ESO though.

The PTS went down along with the PC NA and PC EU servers, which is surprisingly early for the PTS. Normally it goes down after lunch for me.

I can't fathom why it's beyond the wit of ZoS (and other game manufacturers) to write their backend in such a way that it never needs offline maintenance. You don't see Amazon going offline for 6 hours every week for maintenance.
Wiring up all those ZX81's takes time, y'know.
