Nightblade Passive - Magicka Flood - Is it bugged?

As the title states, it appears that Magicka Flood (Increases Max Magicka by 8% while a Siphoning ability is slotted.) has no effect regardless whether a siphoning ability is slotted or not. At least visually the character sheet is not updating the max magicka values.
