Login Screen FPS Bug?

This was happening on the login screen. I found the cause was because vsync was off. Its possible its related to "Reduce Input Lag" as well through Radeon but leaving that on and turning vsync on in game fixed it.
This issue was causing me some LOUD coil whine on my gpu. Figured this out after turning vsync on and rebooting the game several times.
Might be worth looking into.
CPU : R5 1600
GPU : Radeon RX 480 (Im also aware this could be the issue as the card is nearing 5 years old in a few months)
Driver : 21.4.1 (I wont update for the sake of testing as this seems to be mostly problem free)
