Dragonstar Arena not dropping Master's weapons

Apologies if this has been posted before, I did a search but could not find anything.
I recently ran nDSA on a lvl47 character and did not get a Master's weapon from the last chest, but instead got a weapon from one of the sets you can get from the other chests in the arena.
When I ran it again I leveled up to CP during the arena and did get a weapon at the end.
Does anyone know if this is intentional or a bug? Like, can you not get Master's weapons if you are below lvl50?
I have submitted a support ticket but so far I have received two answers from people who apparently did not read my question at all, or are bots, since I got standard "loot tables are random etc." responses.

✭✭✭✭✭I believe this is intentional now and it's the same in all the arenas. You must be cp level for an arena weapon to drop now as well as to reconstruct it later.0 -

What's also too bad is that I can't get a clear answer from customer service in two days but get one in less than 10 mins from someone on the forums...4 -

Support "has no contact with the devs" and so "can't say whether something is a bug." That's unfortunately their state of knowledge.
