I see you located the NPC and after talking to them the achievement did not update and completed. As a note due to limitation of tools Customer Support does not have the ability to grant achievement completions or the rewards for them. If the second attempt to complete it did not work it will need to be bug reported so what is causing it can be identified and addressed in a future update for the game.
