The fact this coincides with the radical increase in microtransaction prices and more and more things being gambling gems only (500 gems for a polymorph, which equates to around $200 USD depending on your luck in the gambling casino) is almost inconceivable.
It is becoming clear what Microsoft's intent in buying this game truly was.

Reading between the lines a little bit, I think the "certification timing" issue is really that ZOS is in crunch mode trying to get Blackwood finished in time for it to be certified before the console release date. As a result, they can't spare anyone to prep a hotfix and usher it through certification until Blackwood is out the door, at which point the hotfix won't be certified until after Blackwood releases anyway.
