Make mesmerize work on all npcs

Mesmerize should work on all interactable npcs, including flavor npcs.
Is this a bug?
Some npcs I need to use mesmerize on. Others I need to lower vampire stage to interact with because mesmerize does not work on them.
If I need to lower vampire stage to talk to “flavor” npcs why even have mesmerize ability?

Mesmerize ability works on many npcs if aimed correctly but it should work on all npcs...

Many npcs I can’t interact with no matter what i do. I am playing with another in real life who are not playing as a vampire who can interact with the npcs I can’t...
I miss out on a lot of flavor npcs since mesmerize does not work...

This has bugged me since the first day I tested the ability on the PTS. I think it has more to do with technical limitations because when you think of it the NPCs that get effected are "essential" and cannot be killed. The flavor NPCs are not essential and can be attacked and killed. Maybe ZOS had a hard time getting the ability to work on them without drawing aggro? Whatever the case it'd be nice if it worked on everyone.
