Any MMO should be balanced around the classes they create (should they have them), removing the power from the CP tree is fine. Now complete the transition and nuke all the power from the gearsets. Putting most of the power in the hands of the player and the class they play will make it easier for you
@ZOS to fine tune the game.
So the next order of business should be either choosing to separate the gear values into a PvE or PvP camp. Or to undo the choice to separate PvE from PvP.
I'd prefer the ladder over the former, simply because I would prefer the most efficient method of balance which would be balancing the entire game around the classes. Player characters and NPCs both having the same stats would make the tuning go from class to class with all of the NPCs balanced around that, it would make the game run much smoother, make it easier to toon every PvE encounter, make it easier to balance PvP.
Balance doesn't mean equal, it just means within proximity of effectiveness in this case, so you don't go nerf hammer clobber everything into smithereens.
I get that some people should say "my gear should make me
feel powerful", from the standpoint of boosting their build little, yes. From the standpoint of making their build do the work for them, absolutely not. Player input and response should be the core of any MMO, this one is no different.
