"The Shattered Staff" quest bugged

The quest "The Shattered Staff" for the psijic skill line is bugged. The lights that lead me to the 4'th part are not showing up so I can't find the fragment. I refuse to abandon this damn quest and redo it! WORST SKILL LINE EVER!
