Will I get the item at its lowest level to recreate from the sticker book if I get all 3 versions of shoulders from the Golden Vendor? If not, do I need all 3 hats as well?

You will need the 3 helmets as well, having the 3 shoulders should cut the cost in transmute stones in half for reconstruction to get them down to 25 transmute stones a piece you will need the 3 helmets collected since they cost is reduced by the number of set pieces you have collected.

Thanks. Now I just need to find the cheapest way to get the 3 hats since I don't do MA or the vet dungeons.
