Yeah, that was officialy confirmed in one of interviews - they will use this system, probably a bit tweaked to avoid attack of the clonesI think ZOS will treat them the same way as NPC quests. If you go through a quest with a friend, then his quest NPC for you is replaced by some ordinary soldier / magician / fighter.
