Xbox Achievement "Flames of Ambition Conqueror" not working

I cleared both The Cauldron and Black Drake Villa on both Normal and Veteran difficulty, however the timed achievement "Flames of Ambition Conqueror" is not listed as being earned. This is an exact similar situation to the previous dungeon DLC timed achievement where I cleared those on both difficulties within the allotted time and that achievement also could not be unlocked. Are all timed achievements going to be bugged going forward and will ZOS bother to notice?
