Bounty opening stolen goods crate in outlaw dens?!

Either this is just a bug in the game or it's intentional. If it is intentional, I'm missing the rationale? I had a large shipment of stolen goods in my inventory I noticed while in Vivec city going through my inventory while banking. I slipped into the outlaw refuge and opened it, and I got in trouble.

    Yeah, but any witnesses inside an Outlaws Refuge aren't supposed to care. I don't think I've ever gotten a bounty in one for doing that.

    Getting a bounty for anything in the Outlaw Refuge is wrong, in my opinion.

    I opened one earlier in the Alinor refuge and didn't get a bounty, so I'm gonna guess a bug.

    I shamelessly open most of my Large Stolen Shipments in Vivec and other outlaw refuges in plain view of inhabitants and nobody has complained about it this far.

    sounds like a bug because I've opened the large stolen shipments in outlaws refuges many times...usually the anvil refuge right in front of the merchant there

    Is it possible one of the quest givers are not marked as thieves? Once you finish their quest and can no longer interact with them, their status may change to thief, which would explain why it doesn't happen everytime.

    Like previous replies, it must have been a bug. Earlier today, I did open 2 such shipments inside an outlaw refuge (Vulkehl) where there are always witnesses around, it was trouble free.

    I had a similar bug some days ago: I was simply running from cooking place to jewelry station, without any bounty on me, and a guard did attack me with same dialog as if I would have had a bounty or would have been caught stealing... Quite a surprise! :D

    This is not the only bug in that 'den', Quen is also missing - so have to go elsewher to start the thives guild questline!

    That is a bug. Getting bounty in outlaws refuge was a bug a few years ago, so I suppose that whatever triggers it is happening again.

    It’s a bug. Some NPCs at certain outlaw refuges were fixed, while others were clearly not. But based on past bugfixes, no one in an outlaws refuge is supposed to give you a bounty.

    I would report the specific outlaw refuge in a /bug report so the devs can track down who is being marked as a reporter and fix it.

    Obviously you looked quite suspicious running away from a cooking place. Did you have a sweet roll in your hand?

    And I don’t know how many times I‘ve been either shopping at a guild store or working at a crafting table or stove and accidentally picked up something that belonged to an NPC. Why do they always leave all of their things lying around like that? I really wasn’t trying to take that sweet roll, honest!

    Just in case you wouldn't know: there are options to prevent this, "Auto loot stolen items" and "Prevent stealing placed items". You can set first one to OFF and second one to ON. It's under Settings/Gameplay
