Are racial passives like Argonians‘ Resourceful or Orcs‘ Unflinching Rage affected by battle spirit (due to them being passive healing)?

Yes they are. All healing is as it effects your healing received.

They are affected, but no one is sure if they are supposed to be affected, or it is unintended bug.

I mean, it was not stated in Patch Nots and feels kinda inconsistent, since health recovery for example is also a form of "healing received" - but is not affected by Battle Spirit...
