PS4 Pro - CP stealth passive not working and stealth mechanics seem a bit worse

So I run a full stealth set up for daily delve quests to run past all enemies. In the past I ran:

Night mothers (-2m stealth detection)
Darloc (-2)
Night terror (-2)

and was Khajiit so got -3. This had my stealth detection eye flat at all times. I dropped night mother for night silence when I dropped vampirism so I could still run. This meant the stealth eye was partially open when around enemies but generally I could go undetected.

Now with U29, when I add the -3 from craft tree, my eye is still partially open. Technically it should take me back to where I was with night mothers on but it hasn't and infact stealth seems worse than it was before the update.

Has anyone else experienced this? Am I missing something glaringly obvious? Appreciate any insight.

Are you wearing any heavy armor pieces for your night silence set?
Heavy armor now has a detection radius penalty for each piece equipped.

No they're all medium, with the medium armor passive that further reduces stealth. I should be totally undetectable.

My Khajiit runs a similar setup and I have been on the lookout for changes since I’ve seen posts about changes to stealth with the update.

I was able to run a delve daily today (Markarth, which I’m tired of and just stealth run through it) and I was able to do it like before but it did seem like the eye cracked opened a lot more than before. I was still able to get around unseen if I wanted to and do stealth attacks the same, but it was a little unsettling.

Markarth update introduced some slight changes to stealth as well so it seems like they are slowly eroding the capability over time.
