xbox cyrodil changes in effect yet?

so are proc sets not usable in cyrodil yet? I attacked some random mobs and my caluurion didnt go off, so im assuming it did go into effect.
But I don't see anything in game talking about procs not working in cyrodil anymore, or any list of sets that actually work in cyrodil.

✭check the Alliance War section for a list of sets which fully work. And it apparently came in to effect on consoles todayDark Flare is the Beginning, Radiant is the End. Hail the Light Bringers!0
