With the new update and ZOS limiting cyrodiil PVP to a small number of sets, it got me thinking: There's so many sets in ESO. So many that are only used in PVP or PVE and many more that just aren't used because there are better options available. So what if ZOS took this temporary countermeasure, the "you can only use these sets" measure and every 2 weeks or month or however long each campaign lasts, they pick a number of sets that can be used in the current rotation of Cyrodiil? This would be similar to Magic the Gathering's approach to their countless numbers of cards and the sets they were released in. Some cards aren't very good, but become really good during a certain rotation when other cards become unavailable. This would help to breathe life into sets that don't get used (so long as ZOS had the foresight to not put blatantly better sets in a rotation every rotation).
Something like this: There are 12 or 15 sets you can use, and each rotation, these change. You're given a week in advance to know what the next rotation is going to be, allowing people to craft builds for pvp. Then they could have a pvp game mode that's without the rotation similar to how there's no CP mode, I suppose, but if they keep the current "you can only use these sets" rule into the future, then I think making it a rotation could breathe life into the creativity of the PVP playerbase.
EDIT: you'd have 12 or 15 sets to choose each rotation, on top of unique equipment like monster helm or weapon sets. I can't see them limiting the Weapon Sets, but they could possibly put the monster helms on rotation alongside the normal rotation, picking 5 helms each rotation or something. They could also ban the use of monster helms and weapon sets, but that would also stifle creativity, so I think either letting players reign free with their helm/weapon choice, or putting a rotation on the helms with the regular set pieces would be fine.
