Voice actors for Master Pellingare and ICP Watchers

This is a bit random, but I'm trying to find the voice actor(s) who play Master Pellingare as well as the Watchers in ICP ("They mean to escape" etc).
I've been digging through Google results for the last half hour but I can't find a concrete answer to either of these.

✭✭I think Jim Cummings did the voicework for Pellingare if I'm remembering how he sounds correctly. The Watchers I'm having a hard time finding anything about because there's no major Watcher characters and they're probably categorized as "additional voices" in any credits.

✭✭I'm nearly certian its Jim Cummings tbh.
He has a very distinct voice, and whenever I hear him in any game, my immersion is broke because I instantly think of Pete of disney fame. Jim Cummings does countless voices in ESO
Although master pellengares voice is softer and less course so it might be closer to his natural speaking voice. This is all off loose memory as I havent done wayrest sewers in literally years.

The issue with good voice actors is that they genuinely change their voice well for different roles
(Unlike Jim Cummings who I think has a pretty recognizable voice in every role). And yep Pellingare is definitely Cummings as others said.
