Skyrim Master Furnisher's Document

So does the Skyrim Master Furnisher's Document (epic plan one) only drop "Solitude" style furnishing plans? I was kind of expecting at least "Vampiric" to also be in there because that is from Western Skyrim/Greymoor too. I could see how Dwarven, Reachmen, and the new Markarth ones aren't in there because they are The Reach/Markarth DLC, but shouldn't "Vampiric" be in these too?
Sources:
- I bought 5,000 writ vouchers worth of the Skyrim Master Furnisher's Document (epic plan one - 50 vouchers each) and I only got "Solitude" style plans.
- Other guildmates have spent similar amounts (or more) of writ vouchers on this item and have also only received "Solitude" style plans.
