I'm somewhat sorry to state the obvious, but I think you've answered your own question. IF (according to your own above statement) the ONLY reason you purchase new content is for new pvp content, and the current cycle won't allow you to use the available content for PVP, then there is NO reason for YOU to purchase the new content.
However, for a wide variety of OTHER consumers, for whom PVP is not the only (or sometimes even any) consideration, there are lots of remaining reasons to purchase the content.
I mean, I'm not entirely sure why you made a post at all, unless it was an attempt to alter the marketing team's focus on future content. Buying dlc's for the next 6 months (or however long the anti-proc test lasts) is absolutely something you should not do IF, as you say, your only interest in dlc is for pvp content which won't apply during the no-proc test sequence.
