Proc sets, Three Banners War and PVP in Cyrodiil - a friendly reminder

Dear Zenimax, this is my constructive comment, because I'm really concerned. In case you forgot, I just want to kindly remind you that ESO is built upon Three Banners War. One could expect this core part of the game (Cyrodiil) would work perfectly well and would be in the center of attention of developers. But we all know it's not. Hell, your 23 minutes trailer "Three Fates" focuses on Three Banners War. IMHO, constant PVP war with three factions is one of the most unique things I'v ever seen in any MMO so far (I'd love to check any other MMO with similar mode if you know it, because I don't). "For Blood, for Glory, for Honor", one of the most beautiful and the most badass songs in ESO and again - it's about Three Banners War. Some years ago someone decided that Three Banners War was a perfect theme for TES online game. After a few years we are still participating in the beta test of the PVP mode for the war of three factions. And we have to pay for it. Have you ever checked where the most of your audience on Twitch is coming from? Except events with drops of course. Yeah, PVP streamers. So, with the above in mind, maybe now is your chance to truly, but I mean TRULY, focus not only on repairing, but on further developing Cyrodiil and old/new PVP modes that have so much potential. Maybe this is the last chance to fix the foundations of the game, as the endless addition of new layers can collapse the entire structure.

At the moment, we have more or less 400 sets (please, feel free to correct me if I'm wrong) in total. That's a lot of sets to balance but it's a consequence of your game development plan. You've even added a sticker book recently so they're more manageable for us. The truth is, most of them are long forgotten if you follow the current PVE or PVP meta. But players accepted it and even found some fun in theory crafting and bringing to life out-of-meta builds, especially in PVP. Honestly, I don't care about Cyrodiil with or without procs but the fact is, according to you dear Zeni, almost all sets work as proc sets. Out of ~400 sets now you left us with dozen. You left us with failed test. And to think it all started with 1 or 2 of them - crimson and malacath. But instead of showing us some kind of plan or explanation, you again choose "sledgehammer fix" by disabling most of sets. The player base is now heavily split between no proc and proc sets. But it's not players fault. Each DLC contains new, overpowered items that you refuse to balance in time. I know that balancing almost 400 sets is not easy. So maybe we need a new direction. For example, instead of 3 new sets with each new dungeon, we should get 1, but a well thought-out set that drops in light, medium and heavy?

Personally, I feel that this game has no destination anymore, no development plan. It may seem as if you are just spinning the wheel every day and seeing what you are going to do today.

    Idk, they should rather look in the sets and consider if its a good idea to implement sets which just work for being there.
    A.K Crimson Set - you literally just stand there and get dmg as more people stack on you - the easier its gets.
    Combined with a huge mobility such sets are terrible. They meant to be counterd by Snipe and Range but thanks to Mobility/ Gapcloser theres no real counter.

    Prock Sets should reward you for doing something but just staying there and holding block with a huge Hp -Pool and just passive killing people is uterly wrong.
    Besides Crimson was used in nearly any build, which just states its broken beyond everything.

    Also achieving Procks with certain Sets is way to easy - Back in the days we had a Velidreth, Viper, Tremorscale Meta your literally oneshooted people with 1 ransack.
    Idk if you can call that fair. Cause of that Meta Prock sets couldnt crit anymore - huge outcry for Pve.

    So a solution would be:
    Implement non Proc Campaigns .

    Or look into the sets and nerf the dmg of certain sets - Crimson twillight should be Aoe Capped. Healing Reduced. But yeah the server will not handle that.
    Best way would be that you get punished for using certain Sets.
    Crimson Twilligt - you can recive healing from allies - or% dmg taken by range attacks.

    Tbh i never consider people who are using Sets as Crimson or any Prock Sets like hunter venoms etc. as Skilled.
    Mostly those people hide behind their Sets and have a terrible idea about game mechs.
    Also i encounterd a lot of those Brave Tbgers, Youtube heroes now in BGS where they still can run broken Stuff.
    So i actually like the changes, sure it leaves bad people behind but honestly i couldnt care less. Finally some nice duells/ fights where skill matters and not the amount of Prock Sets.
