Double tap speed (roll dodge) resets on its own

I keep setting the double tap speed at a low number but upon rezoning it resets to maximum speed! As a result, every time I try to move, my character roll dodges and I fall off cliffs or into water and lava, get caught by guards, etc. Is this bugged for anyone else?
