Is there a policy on necroing old threads?

I've seen a few threads recently that hadn't been posted on in months, or even years, bumped back to the main page. In my opinion this isn't ideal because the information in older threads may no longer be up to date or relevant. Is there a policy on this?

It seems like the mods usually lock those threads after a few posts, but it might depend on whether the topic is deemed to be "still relevant" or-- perhaps more likely-- whether any forumites have reported the thread for "necromancy."
