Slotted skills buffs suggestion

Please expand buffs by slotted skills to both panels. First panel buffs should work on the second panel too. But buffs of skills from different panels shouldn't stacks (for the balance). For example three Shadow line NB skills on the first panel makes HP buff. This buff should work when I use second panel. But another Shadow skill on the second panel shouldn't count in that buff. I don't know who should decide which panel buff should work at the moment though. May be strongest buff should work. Three skills on the panel-1 cause buff-1, but two skills (same passive bonus) on the panel-2 is not.

It will resolve minor issue when Health/Magicka/Stamina buffs slightly altering the amount of that resources on the panel swapping.
