Sewer to Arena transition gets "you are already queued for that campaign"

I'm in the Aldmeri Imperial Sewer and (E) on the ladder to transition to the Arena, I keep getting the "you are already queued for that campaign" message and are not allowed to enter the Arena. If I keep hitting E eventually it works. Sure seems like a bug to me.
