blocked damage calculation was always calculated as such:
min(1-(0.5 from block itself)(1-block modofiers),0.9)=dmg blocked (it caps at 80% more block modofiers giving u total of 90% mitigation to blockable attacks)
the 2 issues on pts are:
1. heavy armor passives are counting towards the block itself, not the block modofiers(resulting in a much higher block damage, of additional additive 0.07 mitgation vs the 0.035 it should be).
2. on the character sheet, the blocked damage is not capped, which means while in reality you have 90% total mitigation, your blocked damage mitigation on character sheet can show the numbers above it.
