Survival Instincts - What are core combat skills?

Survival Instincts
While afflicted with a Status Effect, your core combat skills cost 5% less per stage. 5 Stages.

I tested this with Class skills and Weapon (Destro) Skills it didnt seem to reduce cost... What are core combat skills supposed to be?

I was assuming block, dodge, sprint, break free. I could be mistaken.

status effect are more like poison, shock, burning, concussed etc

Carry a scroll in one hand and chug negative effect potions on cooldown. Could you get to 0 cost run speed this way?
