Considering the changes Dro'zakar received and the rationale provided:
Dro’Zakar’s Claws:
This set now grants up to 129 Weapon Damage on its 5-piece bonus.
Decreased the Weapon Damage granted per Bleed on enemies to 103, down from 133.

These changes were done to make up for the fact that Axes no longer apply Bleed, and the addition of the Hemorrhaging Status Effect. With these adjustments, the set should now be far less swingy in performance and shine when specialized on Bleed builds with less variance on chance.

...it's a bit weird that Blooddrinker didn't receive similar treatment, considering two prominent bleeds were removed from the game.

Right now Blooddrinker is a set that sees some play but isn't generally considered a "meta" set, would be a shame if it just sunk into obscurity as a result of the changes in this patch.

    Dro'Zakar's Claws remains a dumpster fire set that will never see use. And ZOS seems quite intent on keeping it that way.

    Blooddrinker absolutely could use a buff though. I would prefer a further buff to its Bleed Damage % rather than adding another vestigial 129 Weapon Damage onto the 5-piece.

    Challenge question: Is the Hemorrhage status effect DoT considered to be a Bleed damage effect for the purposes of both Blooddrinker and Dro'Zakar? That was quite ambiguous to my reading.

    It is a bleed and it does get buffed by Blooddrinker, yes. The strength of that bleed is roughly 1/4th of the Merciless Charge proc I used to proc the Hemorrhage with.

    This is in stark contrast with Twin Blade & Blunt/Heavy Weapons axe bleeds which actually used to deal more damage than Merciless Charge.
