Sundered Status

I understand the PTS isn't up yet for testing, but I would like to hear other's opinions on this.
"Physical Damage has a chance to apply Sundered. It deals minor damage and applies Minor Breach for 4 seconds."
Kinda useless in PVE. Why not make it increased pen instead of Minor Breach? Why need Sundered when Pierce provides Minor Breach anyway.
Overcharge will provide Magicka Steal so that frees up bar space for healers/tanks if they were using things like Weakness to the Elements or Radiant Aura (depending on uptimes of course).
Not to mention the new monster helm gives 5% increased flame damage to boot, potentially increasing Mag DPS even further.
I'm not saying that these changes make Stam unplayable or anything like that, but it's obvious Mag is bringing way more utility to any group.
