After purchasing chapters, I always needed to login from Steam to "activate" this for my account. Afterwards you can relog from standalone client again
I understand thatI constantly have PTS and live version, making me wish for larger storage... But when did you buy ESO? If you bought ESO on Steam before (or early in) 2016, you should be able to safely remove standalone version, and keep only Steam version - it would still allow you to launch the game without launching Steam most of time. Approximately every 3 weeks it still requires one launch from Steam (by telling that "your password or username is incorrect or inactive"), but all other time it's not needed.

You can run the bethesda launcher thro the files you downloaded in steam though. (SteamLibrary - Steamapps - Common - Zenimax Online - Launcher - Bethesda.net_Launcher.exe
Can also just make a shortcut of the launcher so it launches that instead of the steam launcher. However if you make the shortcut in Steam, it will launch steam launcher.
