Budding Seeds bug [Video evidence]

Hello, I recognized that the Warden's Budding Seed (morph of Healing Seed/other morph of Corrupting Pollen) is not working in Cyrodiil a few weeks ago, but I wanted to do some testing first before I submit a post about it.
The bug: When you recast Budding Seed before its duration expires, it's supposed to initiate what would be the AoE burst heal at the end of the ability's duration. Unfortunately, while in Cyrodiil, this does not happen. Instead, the Budding Seed ground effect disappears without any burst heal on any player (yourself or other group members).
Below is a video showcasing this, as well as clips of the ability working as intended outside of Cyrodiil.

I experienced the same thing.
Budding seeds would give the smaller burst heal if given the full amount of time to do the heal over time as well as the heal over time itself. If I tried to use the second hit to end the budding seeds early and get large burst heal, the heal over time would end and there would be no burst heal then or at the original end time.
Tested with others in US PC Ravenwatch and Blackreach.
It did work (like orbs) as it should in Imperial city however.0 -
