Theres no reason it shouldnt honestly. Vamp dps needs more synergy as it is and currently the passives dont really support a clear role outside of bomb builds. Really it should be a permanent effect during the scion transformation but that may be asking for too much from ZOS.
Right now if you're not sneaking around or a NB you cant even access the passive without using mistform. And using mist form in the middle of a rotation to proc a single passive is ridiculous and clunky.
Allowing us to have 900 weapon and spell damage for a few seconds after activation will add just the tiniest bit more flavor to a otherwise very bland and tasteless skillline.
And no it's not gonna make bomb builds OP whatsoever. 300 extra weapon and spell damage for 3 seconds isnt gonna break the game.
